If this is indeed the case, then User Mode Linux might be a solution. :-)

Give them their own little playpen, and I'm sure that they won't know the
difference.

I do feel, however, that if this really is the case then there is no
reason that they should have this. Depending on the phrasing you could
give them the current root password and then immediately change it.
