try on AutoCAD
1) Scale from 1 to 8 units (base radius 4 units in question) Scaling must
be (8, 8, 13)
2) rotate about x-axis +22.62
3) rotate about z-axis -36.87
4) translate by (-1, 3,7)
alternatives for 2) and 3)
2) rotate about y-axis -22.62
3) rotate about z-axis +53.13
or
2) rotate about y-axis -12.99
3) rotate about x-axis +18.43
