Horkheimer and 'conspiracy against happiness'?

I know it's sloppy scholarship to bleat for help this way, but I'm
stumped on this one.

Does anyone recall where Horkheimer uses the phrase 'conspiracy
against happiness' to describe the social psychology of domination?
My local expert suggested "Egoism and the Freedom Movements,"
which is certainly on the general topic, but I can't find the passage
I'm seeking.  The possibility exists that the quote I'm seeking is from
Reich or even Fromm, but it's sure stuck in my memory as being
Horkheimer....

Any suggestions appreciated.
