To be presented at the International Symposium on Justice,
Federal University of Santa Catarina, Florianopolis, Brazil,
August 18-22, 1997.  I am indebted to Maria Wyant Cuzzo,
Nythamar de Oliveira, Lois Erickson, Harry Hellenbrand, Dick
Hudelson, Scott Johnson, Paulo Krischke, Ken MacKendrick, Noelle
McAfee, Steve Ostovich, Kate Pearson, Vic Peterson, Steve Ropp,
Rob Schaap, Paul Sharp, Eileen Theimer, Tim Torgerson, John
Walker, and Janelle Wilson for encouragement and intelligent
commentary.  I was also fortunate in my "Contemporary Political
Theory" students, who remained engaged even while facing
questions without answers.  I also want to acknowledge how much
I learned from the members of the Habermas and Frankfurt School
elists, whose pertinent concerns and active discussions helped
me structure this argument.  To provide plausible deniability
for all these good folks, I'll claim this paper's remaining
problems as my own.
