[Foxtrot] bug reports

Hi everyone,

I have managed to set up an automatic notification scheme for bug-reports.
The recipients of the messages are :
Al,
Mike,
Matt,
Shahrum,
myself

The messages are all sent to your @cam.ac.uk accounts. Your own changes do
not get sent to you.
The script that does this is in bin/notify and the list of recipients is
in bin/notify.list (in our group filespace).
