In response to Matej.
The number of unique basis functions isn't n+1 for the open uniform as some
of the basis functions turn out to be the same (c.f uniform basis functions
all being shifted versions of each other), and turns out to be 2k-1 (left as
an exercise for the reader ;-)
Once you've derived this it's trivial to see where the bound comes from. If
this doesn't click for you, email again and I'll give a more in depth answer,
but I'm getting sleepy, and it's nearly beddy bye time.
P.S Can anyone teach me the entirety of S&VII in roughly 2 hours? Please?
