[CST-2] CSM Max THroughput

The minimum residence time in a system is just the sum of the service
times for all devices. Hence Rmin = Sum(ViSi). The Vi is in there
because a customer can visit a node several times.

The implication is just Little's law :
N = XR,

if R >= R_min then X <= N/R_min
