Active badges only gives container level location i.e. whether you are in a
room or not so you can't really do the things that Phebe suggested.
Phebe may be confused with Actives BATS which use ultrasound and an array of
sensor in the ceiling to pinpoint your location using trilateration. This
gives a much more accurate positional data (to within a few inches I believe
although don't quote me on that) and can probably do the things Phebe
suggested.
As for the applications, remember that the badge has a speaker (so you can
signal someone when they have e-mail) and buttons on it to trigger events
(so you can open the curtains with it). That might help you get a few more
applications.
